Tropical depression forms off Mexico’s Pacific coast, forecast to become hurricane

MIAMI (BNO NEWS) -- A tropical depression formed far off the Pacific coast of Mexico on Wednesday evening, forecasters said, and the system could potentially threaten Mexico as a hurricane next week.

Forecasters at the U.S. National Hurricane Center (NHC) have been following the weather system since Tuesday evening when it emerged as an area of disturbed weather several hundred miles (kilometers) south-southwest of Acapulco, a major sea port on the Pacific Coast of Mexico. It quickly became better organized and developed into a tropical depression on Wednesday evening.

As of 2 a.m. PDT (0900 GMT) on Thursday, the center of Tropical Depression Ten-E was located about 610 miles (980 kilometers) south of Manzanillo, a municipality in the Mexican state of Colima which is also home to the country's busiest port. It is moving toward the west-northwest at a speed near 9 miles (15 kilometers) per hour.

"The cyclone should move on a general west-northwestward course for the next couple of days due to a ridge centered just offshore of southwestern Mexico," said NHC hurricane specialist Eric Blake. "This ridge is likely to break down by day 3 (Sunday) as a strong mid-latitude trough dives through the southwestern United States into northwestern Mexico, causing the tropical cyclone to slow down and turn northeastward."

While the current NHC forecast shows a possible landfall on the Mexican coast on early Tuesday morning, Blake cautioned that the forecast track is still likely to change as the depression is in its formative stage. "Adjustments may need to occur later today," he said.

As of early Thursday morning, maximum sustained winds of Ten-E were near 35 miles (55 kilometers) per hour, with higher gusts. "The forecast upper-level wind environment from the global models appears favorable for intensification, and since the depression will be moving over warm waters, this system will likely strengthen," Blake explained.

The NHC forecasts expect Ten-E to become a tropical storm later on Thursday before strengthening into a category one hurricane on Saturday. Forecasts during the weekend will determine which areas, if any, are at risk.

Ten-E is the tenth depression of the 2011 Eastern Pacific hurricane season, following Category 4 Hurricane Hilary which moved along the Pacific coast of Mexico in late September, causing some damage and evacuations but no casualties.

Ten-E is expected to be named either Irwin or Jova, depending on whether Ten-E becomes a tropical storm before Tropical Depression Eleven-E does. Both depressions are expected to become a tropical storm on Thursday.

According to figures released in May, NOAA's Climate Prediction Center is expecting a below normal hurricane season in the Eastern Pacific this year. The outlook calls for 9 to 15 named storms, with five to eight becoming hurricanes and one to three expected to become a major hurricane (category 3 or higher).

An average Eastern Pacific hurricane season produces 15 to 16 named storms, with eight to nine becoming hurricanes and four becoming major hurricanes. The Eastern Pacific hurricane season runs from May 15 through November 30, with peak activity from July through September.

Death toll in Somalia truck bombing surpasses 100

MOGADISHU, SOMALIA (BNO NEWS) -- The death toll following a truck bombing which devastated a government building in the Somali capital of Mogadishu on Tuesday has surpassed 100, the United Nations (UN) reported on Thursday.

The attack happened on Tuesday when a large truck carrying explosives detonated at a checkpoint which leads to a government unit housing a number of ministries, causing heavy damage to the compound's buildings.

The powerful blast left several vehicles burning and dozens of bodies scattered in the area. Among the deceased - in addition to several soldiers - were scores of students who were waiting to take an exam near the Education Ministry to seek academic scholarships to study abroad in Turkey.

On Thursday, the UN Office for the Coordination of Humanitarian Affairs (OCHA) said it had been told by local sources that the death toll has risen from 70 to at least 100. "Our estimates are that between 100 and 120 people have died between [Tuesday] and [Wednesday]," Ali Muse, head of the city's ambulance service, told OCHA.

Scores of people have also been injured, many of them who remain in an extremely critical condition. "We have 167 injured people, some very serious; there are people with 60-70 percent burns on their bodies," said Dunio Ali Mohamed, head of the medical department at Medina Hospital. An unknown number of injured people were also taken to Benadir hospital.

Tuesday's attack was the deadliest in recent memory in the African country. The Somali militant group al-Shabaab immediately claimed responsibility for the attack through its spokesman Sheikh Ali Mohamed Rage.

Al-Shabaab was the militant wing of the Somali Council of Islamic Courts that took over most of southern Somalia in the second half of 2006. Despite efforts from the Somali and Ethiopian government, the group has continued its violent insurgency in southern and central Somalia.

In addition, the al Qaida-linked group was likely responsible for a wave of five coordinated suicide car bombings in October 2008 that simultaneously hit targets in two cities in northern Somalia, killing at least 26 people and injuring 29 others. Al-Shabaab has been accused of conducting the twin suicide bombings in Kampala, Uganda, on July 11, 2010, that killed more than 70 people.

However, in early August, al-Shabaab announced their retreat from Mogadishu's war-ravaged city following fierce clashes with government forces and the African Union. The group's spokesperson said at that time that they had withdrawn in order to save civilian lives but vowed launching operations against government and African Union forces.

Somalia has not had an effective government since Mohamed Siad Barre was overthrown two decades ago.

Chile launches new regional disaster risk reduction system

IQUIQUE, CHILE (BNO NEWS) -- The National Office of Emergency of Chile's Interior Ministry (ONEMI) on Wednesday announced it has launched a new disaster reduction system in the country's northern region.

Interior Minister Rodrigo Hinzpeter launched the Integrated System for Emergency Information (SIIE), which is part of the process behind the ministry's modernization project of its National Emergency System.

The SIIE is designed to create digital maps which will identify areas vulnerable to natural disasters such as volcanic eruptions, earthquakes, and tsunamis, among others. During this first stage of the project, the SIIE will cover several northern regions, including Arica and Parinacota, Tarapaca, Antofagasta, and Atacama.

"We are witnessing a system that has a professional level with evolution and utility," Hinzpeter stated. "[The SIIE] lets us know that we are doing things right because there is nothing more important and there is probably no responsibility more essential for a Government than preoccupying for the lives of citizens."

The launching of the project took place in Iquique, the capital of the Tarapaca Region, and was attended by several officials including Minister Hinzpeter, ONEMI Director Vicente Nuñez and Vice Director of Chile's Military Geography Institute Colonel Rodolfo Stuven. Other regional leaders were also at the event.

ONEMI Director Nuñez, meanwhile, noted that the platform gives regional authorities an immediate upgrade which will allow them to strengthen their work in preventive planning. The SIIE will also facilitate the identification of geographic areas susceptible to suffering damage as a result of disasters.

The launching of the platform represents the first step behind SIIE's wider project, which is scheduled to operate at a national level by March 2013.

Former Alaska Governor Sarah Palin says she won’t run for president

WASILLA, ALASKA (BNO NEWS) -- Former Alaska Governor Sarah Palin on Wednesday evening announced she will not run for the White House during the upcoming presidential elections. It ends years of speculation.

Palin, who was U.S. Senator John McCain's vice presidential nominee during the 2008 presidential elections, announced her decision in a letter sent to supporters. "After much prayer and serious consideration, I have decided that I will not be seeking the 2012 GOP (Republican) nomination for President of the United States," she said.

The former governor said she believes she can be more effective in a 'decisive role' to help elect others into office, including the White House. "We need to continue to actively and aggressively help those who will stop the 'fundamental transformation' of our nation and instead seek the restoration of our greatness, our goodness and our constitutional republic based on the rule of law," she said.

She added: "From the bottom of my heart I thank those who have supported me and defended my record throughout the years, and encouraged me to run for President. Know that by working together we can bring this country back - and as I've always said, one doesn't need a title to help do it."

Palin said she will continue to drive discussion for freedom and free markets, including in the race for the presidency. "In the coming weeks I will help coordinate strategies to assist in replacing the President, re-taking the Senate, and maintaining the House," she said.

The former governor had been the focus of intense rumors for years about whether or not she would participate in the 2012 presidential elections. Late last year, Palin told the New York Times that she was seriously considering a run for the presidency.

She said: "I'm engaged in the internal deliberations candidly, and having that discussion with my family, because my family is the most important consideration here." Asked by ABC's Barbara Walters, Palin said she believed she would be able to beat incumbent president Barack Obama.

In the most recent Gallup polls about the 2012 Republican presidential candidate, Palin saw significant declines in the Positive Intensity Scores since late August. On Tuesday she had a score of 13, compared to Herman Cain's 30.

The U.S. presidential elections are scheduled to be held on November 6, 2012. Obama is running for re-election and is expected to face strong opposition from the Republican party, which has numerous major candidates including Texas Governor Rick Perry, former Massachusetts Governor Mitt Romney, U.S. Representative Ron Paul of Texas, and others.
