Lincolnton, NC – The LCSO Explorer Post 700 was awarded the 2011 Explorer Post of the Year in ceremonies held at Cleveland Community College on January 24, 2012.  The Piedmont Council consists of Explorer Posts from 11 surrounding counties.

Each post was asked to submit a letter on why they should be selected for the prestigious award.  Over the past four years the program has actively educated the youth of the community on the exciting career of law enforcement.  Each Explorer has received hands-on training in every area that a law enforcement officer would face including Ride-A-Longs with on duty officers as they performed their duties.

2011 was a busy year for the LCSO Explorer Post 700.  Explorers attended the National Law Enforcement Explorer Conference in Atlanta, Georgia and sent an Explorer toe the FBI Leadership Academy, U S Marshal Leadership Academy, and North Carolina Highway Patrol Student Trooper Program.  Some Explorers also attended the Basic and Advanced Explorer Academies at the North Carolina Justice Academy.  The Post was also involved in a number of community activities including the Apple Festival, Relay for Life, 4th of July celebrations and the Adopt-A-Cop Program.

The mission of the Lincoln County Sheriff's Office Explorer Post is to develop advantageous qualities of character and to educate young men and women between the ages of 14 and 20 on law enforcement operations through hands-on experience while teaching explorers to become responsible citizens in the community.  That has paid off for one member of the post who is now employed as a 911 telecommunicator with Charlotte Mecklenburg Police.

If you are between the ages of 14 and 20 and are interested in a career in law enforcement, then Law Enforcement Exploring is for you.  The next meeting will be Tuesday, February 28, 2012 from 6:00 PM until 8:00 PM and every two weeks on Tuesday until the end of the year.   The meeting is held at the Lincoln County Sheriff's Office at 700 John Howell Memorial Drive, Lincolnton, NC 28092

Father chokes 3 children to death in western Mexico

Posted: 18 Feb 2012 04:06 AM PST

GUADALAJARA, MEXICO (BNO NEWS) -- Three young children were found dead at their home in western Mexico on Friday after they were allegedly attacked by their father, police said on Saturday. The children's mother was seriously injured.

Police said officers responded to the home after a report of a possible case of domestic violence in the Santa Cecilia neighborhood of Guadalajara, Mexico's second largest city in the state of Jalisco. Investigating officers discovered the bodies of three young children.

In addition to the children, who were aged 3, 10, and 13, police also found the 32-year-old mother of the children who had suffered multiple knife wounds. Police said the 33-year-old father, whose identity was not immediately disclosed, allegedly choked his children to death before attempting suicide.

Other details were not released, but the state's Attorney General's Office in Jalisco said it is investigating the deaths.

UN voices concern over conditions at Latin American prisons

Posted: 18 Feb 2012 03:56 AM PST

NEW YORK (BNO NEWS) -- The United Nations on Friday voiced concern about prison conditions across Latin America after hundreds of prisoners died in an overnight fire at a jail in Honduras earlier this week.

The UN cited overcrowding, a lack of access to basic services, judicial delays, and excessive pre-trial detention as some of the causes which have worsened conditions in detention facilities. Prison conditions across Latin America have been repeatedly criticized in UN reports, which provide recommendations for authorities so they can comply with international human rights standards.

On late Tuesday evening, at least 382 people were killed when a fire broke out at a prison in Comayagua, the capital of the province which carries the same name. It was the world's deadliest ever prison fire. There were a total of 853 inmates at the facility, well above its maximum capacity of 400.

The Office for the High Commissioner for Human Rights (OHCHR) urged the Honduran government to investigate the causes of the fire and whether conditions at the prison contributed to the loss of lives. Most recently, OHCHR expressed concern about a video that emerged showing a handcuffed female prisoner who had just given birth in Brazil.

"States have an obligation to ensure that conditions of detention are compatible with the prohibition of torture and cruel, inhuman or degrading treatment or punishment," said Rupert Colville, OHCHR spokesperson. "All individuals deprived of their liberty have the right to be treated with humanity and with respect for the inherent dignity of the human person, as recognized by international human rights instruments."

In May 2004, a total of 107 inmates were killed when a fire broke out at a state prison in the city of San Pedro Sula, located in northwestern Honduras. Inmates blamed guards for the many deaths because they refused to open the cells as they screamed for help.

And in April 2003, fighting between rival gang members and a subsequent fire left 68 people dead at a prison in the Honduran port city of La Ceiba. A subsequent investigation blamed prison guards and police for most of the deaths, all gang members.

Bus collision in northern Nigeria kills 32

Posted: 18 Feb 2012 03:42 AM PST

LAGOS, NIGERIA (BNO NEWS) -- More than 30 people were killed on Thursday when two buses collided head-on in the northern Nigerian state of Bauchi, local media reported on Friday. A separate accident in the country's southeast left 15 people killed.

The first accident happened in the town of Azare in Yobe state when two passenger buses collided, causing them to catch fire, according to the local Leadership newspaper. The report said the two buses were owned by a state-run transport company.

Bauchi State Sector Commander of the Federal Road Safety Commission (FRSC), Zakari Mamman, said 32 people on board the buses burnt to death following the collision. He said the accident was caused by 'impatience and reckless driving' as both buses were speeding.

Meanwhile, in a separate accident, at least 15 people were killed in the city of Onitsha when a truck carrying two large containers lost control.

Road accidents are common in Nigeria, many of which are attributed to reckless driving, aging vehicles and poorly maintained roads.
