Chemical factory blast in north China kills at least 13

BEIJING (BNO NEWS) -- At least 13 people were killed and dozens of others injured on Tuesday after an explosion ripped through a chemical plant in China's northern Hebei province, local authorities said.

The accident happened at around 9:30 a.m. at Hebei Keeperchemical Industries Co.,Ltd in Zhaoxian county. Thirteen people have been confirmed dead and 43 others injured, the state-run Xinhua news agency reported.

The injured were transfered to a nearby hospital. The blast flattened one of the factory's workshops and shattered window panes within a radius of 2,000 meters (1.24 miles), the report said.

Cheng Weiqing, deputy chief of the public security bureau of Shijiazhuang, Hebei's capital city, said that tremors from the explosion were felt in at least three villages near the plant. He added that there was no risk of contamination from the blast at the plant, which manufactures pesticide products such as guanidine nitrate.

According to villagers, the products are highly toxic and the factory only employs married men. The cause of the accident is under investigation.

Last week, thirteen workers were killed and more than a dozen others were injured when a mold exploded at a steel plant in northeastern China.

The rapid economic growth in China, in combination with poor safety measures, frequently result in deadly industrial accidents. In early January, six people were killed and two others were injured when a blast ripped through a geothermal plant in northern China.

Israeli soldiers kill smuggler in gun battle on Israel-Egypt border

TEL AVIV (BNO NEWS) -- Israeli soldiers thwarted an attempt by some 15 smugglers to cross the border with Egypt, killing one of them, the military said on Tuesday.

During routine activity on the border, the Israel Defense Forces (IDF) identified several suspects making their way across. The soldiers told the suspects to stop but they didn't heed the call, the army said.

A gun battle ensued, leaving one of the suspects dead. No casualties were reported on the Israeli side, Haaretz newspaper reported.

The smugglers fled the scene and returned to the Sinai Peninsula. The IDF said in a press release that it would heighten its activity on the border in light of an increase in attempts to infiltrate Israel's southwestern border.

The IDF argues that smuggling has been motivated in the region not only by financial gain but also by 'anti-Israel ideology', possibly because of the influence of fundamentalist Islam.

12 killed in riots in China’s Xinjiang province

BEIJING (BNO NEWS) -- At least 12 people were killed on Tuesday in riots near the northwestern city of Kashgar in the Chinese province of Xinjiang, state media reported.

The Xinhua news agency said that "rioters" armed with knives attacked people in a market in Yecheng county. At least 10 people were killed, while police shot dead two of the rioters.

The report said police are still hunting some of the rioters, but it didn't give details as to what might have triggered the violence. The information could not be immediately independently verified.

Security has been high in the northwestern province since the 2009 riots in the capital Urumqi between Muslim Uighurs, who are the largest ethnic group, and migrants from China's majority Han. Nearly 200 people were killed, most of them Han, according to officials.

In addition, dozens of people were killed in July 2011 in three deadly attacks. Chinese authorities stepped up already tight security in Xinjiang after the attacks.

The Chinese government claims the attacks were orchestrated by separatist groups in Xinjiang. However, Uighur activists say citizens are angry at Beijing's heavy-handed rule in the region.

Top French court rules Armenian genocide bill unconstitutional

PARIS, France (BNO NEWS) -- France's Constitutional Council ruled on Tuesday that a government-backed law that makes it a crime to deny the Armenian genocide at the hands of Ottoman Turks during World War I is unconstitutional, a move that looks set to ward off a deepening crisis in Turkish-French ties.

The council's decision was posted on its official website after a month-long examination of the much discussed law, which French President Nicolas Sarkozy was due to ratify by the end of February. According to the statement, the law was not in line with the constitution's articles that highlight freedom of expression and thought, the Hurriyet Daily News reported.

Ankara expressed its satisfaction with the law and said this would remove hurdles standing in the way of the improvement of relations between the two countries. "This is a very positive decision. I thank the members of the council for the respectful decision. It will set a precedent as well," Turkish Foreign Minister Ahmet Davutoğlu told reporters, as quoted by the newspaper.

In late December, France's National Assembly voted overwhelmingly in favor of the bill, prompting an angry response from Turkey which does not agree with the term genocide. On January 23, the French Senate adopted the controversial bill.

The law sets a prison sentence of up to one year and a fine of 45,000 euros ($58,000) for those who deny or 'outrageously minimize' the 'genocide' of Armenians by the Ottoman government during World War I. It also criminalizes other genocides recognized by France.

It is estimated that between 600,000 and 1.5 million people of the Armenian population were killed by the Ottoman Empire between 1915 and 1923, but Turkey has refused to use the word 'genocide' to describe the events. Numerous countries have officially recognized the Armenian Genocide, including France.
