Cisco to buy NDS Group for $5 billion

SAN JOSE, California (BNO NEWS) -- Cisco on Thursday announced its intent to acquire video software and content security solutions company NDS Group Ltd. for approximately $5 billion.

Under the terms of the agreement, which has been approved by the boards of directors of both companies, Cisco said it would pay approximately $5 billion, including the assumption of debt and retention-based incentives, to acquire all of the business and operations of NDS, which is headquartered in the English town of Staines.

Reports indicate that the total amount of debt and incentives is approximately $1 billion.

Cisco, based in San Jose, California, is expecting the acquisition to broaden its opportunities in the service provider market, expanding its reach into emerging markets, such as China and India, where NDS has an established customer footprint.

"Our strategy has always been driven by customer need and on capturing market transitions," Cisco Chairman and CEO John Chambers said. "Our acquisition of NDS fits squarely into this strategy, enabling content and service providers to deliver new video solutions that leverage the cloud and drive new monetization opportunities and service differentiation."

The acquisition is expected to close during the second half of the current year, subject to customary closing conditions, including regulatory review in the United States and elsewhere.

Pakistani police superintendent killed in suicide attack

PESHAWAR, Pakistan (BNO NEWS) -- A senior Pakistani police official was killed on Thursday morning when a suicide bomber attacked a vehicle in northwestern Pakistan, officials told local media organizations.

The attack was carried out at Pishtakhara Square near Bara in the country's Khyber Agency when Pakistani Police Superintendent Kalam Khan was traveling in a vehicle for a routine check of the area. Khan served as Police Superintendent for the rural areas around Peshawar, conducting a number of operations against militants in the area.

Deputy Superintendent of Police Rahim Shah told the Express Tribune that the suicide bomber was on foot and was hiding behind a tree when he approached the vehicle and detonated his explosives on the side where Khan was seated. In addition to the superintendent's death, five others were reported injured.

Shah added that those responsible for the planned attack must have known Khan's exact route, possibly choosing the location of their attack near a speed bump. Local authorities added that around six kilograms (13.2 pounds) of explosives were used in the attack.

Three of those injured were shifted to Hayatabad Medical Complex and were identified as Basher, Liaquat and Hidayat. The other two injured were identified as Zeeshan and Johar and were transported to the Khyber Teaching Hospital. Two of them were reported in a serious condition.

No group immediately claimed responsibility for the attack and police are examining the bomber's body parts recovered at the scene.

Death toll reaches 14 in southern China shipwreck

NANNING, China (BNO NEWS) -- The death toll after Sunday's shipwreck in southern China has risen to twelve while six others remain missing, local authorities told state-run media on Thursday.

The accident occurred on Sunday when a passenger ship collided with a cargo ship carrying porcelain clay on the Xunjiang River in the city of Guiping, located in China's Guangxi Zhuang autonomous region. The passenger ship was salvaged from the river on Thursday.

Municipal government vice mayor Zeng Jianqing told the state-run Xinhua news agency that 28 people have been rescued. Since the ship was located on Wednesday, fourteen bodies have been recovered while six others remain missing and are feared to have been killed as well.

Guiping maritime bureau deputy director Tu Jianyou said the cargo ship was mostly responsible for the accident because it was operating outside of its scheduled shipping lane when it collided into the passenger vessel. However, Tu noted that the passenger vessel was also overloaded.

Captain Chen Hanchao and pilot Li Guixiong were detained by police on Tuesday, as well as Li Dasen and Huang Yingxin, the owners of the cargo ship involved in the accident. Search-and-rescue teams deployed by government officials continue working in the area to recover bodies.

International court finds Congolese warlord guilty of recruiting child soldiers

THE HAGUE, Netherlands (BNO NEWS) -- The International Criminal Court (ICC) on Wednesday found Congolese warlord Thomas Lubanga Dyilo guilty of recruiting child soldiers.

In an unanimous decision, the ICC's Trial Chamber I found Dyilo guilty as a co-perpetrator of the war crimes of conscripting and enlisting children under the age of 15 and using them to participate actively in armed activity from September 1, 2002, to August 13, 2003.

According to prosecutors, Dyilo and his co-perpetrators agreed to a common plan to build an army for the purpose of establishing and maintaining political and military control over the region of Ituri, which is located in the Democratic Republic of Congo (DRC).

According to the court, this resulted in boys and girls under the age of 15 being conscripted and enlisted and used to participate actively in hostilities between the Patriotic Force for the Liberation of the Congo (FPLC), led by Dyilo, and the Armée Populaire Congolaise and other militias, including the Force de résistance patriotique en Ituri.

"[Dyilo] exercised an overall coordinating role regarding the activities of the Union of Congolese Patriots (UPC)/FPLC and he actively supported recruitment initiatives, for instance by giving speeches to the local population and the recruits," the ICC said in a statement.

United Nations Children's Fund (UNICEF) Executive Director Anthony Lake applauded the decision, describing it a "pivotal victory for the protection of children in conflict," adding that Dyilo's conviction "sends a clear message to all armed groups that enslave and brutalize children: impunity will not be tolerated."

Dyilo, who is the first warlord to face international justice for using children as weapons of war, was transferred to The Hague on March 17, 2006 after an arrest warrant was issued by Pre-Trial Chamber I. The trial, which is the first at the ICC, began on January 26, 2009. The verdict is the first issued by an ICC Trial Chamber, and currently, there are 14 other cases are before the Court, three of which are at the stage of trial.
