Train crashes into jeep in northern India, killing 15

HATHRAS, India (BNO NEWS) -- Fifteen people were killed on early Tuesday morning when a passenger train crashed into a jeep in northern India, police and railway officials said on Wednesday. Two others were injured.

The accident occurred just before 7:20 a.m. local time at an unmanned railway crossing near Madu railway station in Hathras, a city in the Mahamaya Nagar district in Uttar Pradesh state. It happened when a jeep carrying seventeen people attempted to cross the tracks.

Police said the Mathura-Kasganj Express train crashed into the vehicle and dragged it along the track until it was able to stop, killing fifteen people who were in the jeep. The two survivors were rushed to a local hospital, but their conditions were not immediately released.

Both train accidents and road accidents occur frequently in India, the world's second most populous nation which has the fourth largest railroad network in the world. According to India's National Crime Records Bureau, approximately 120,000 people are killed in road accidents in India each year, many of which are attributed to reckless driving, aging vehicles and overloading.

California teen arrested for sexually assaulting boy at park

SACRAMENTO, California (BNO NEWS) -- Police in northern California arrested a 15-year-old boy on early Tuesday evening in connection with the sexual assault of a young boy at a local park, police said on Wednesday.

A police spokesperson said officers were called at around 5:40 p.m. local time on Tuesday after a 7-year-old boy was sexually assaulted at Sim Park in Sacramento, the capital city of California. The young boy was near a playground when the assault occurred.

"Through the use of surveillance footage, police obtained a detailed suspect description," a spokesperson for the Sacramento Police Department said. During the investigation, a police officer familiar with the area located and detained the suspect at his home nearby.

Police said the 15-year-old suspect, whose identity was not released due to his young age, was arrested and booked into juvenile hall while the investigation continues. "There was no prior relationship between the victim and the suspect," the spokesperson said, giving no other details.

Indonesia to deploy 10,000 soldiers to UN missions

BOGOR, INDONESIA (BNO NEWS) -- Indonesia on Tuesday announced that it will be sending up to 10,000 soldiers to United Nations (UN) peacekeeping missions.

Indonesian President Susilo Bambang Yudhoyono made the announcement during UN Secretary-General Ban Ki-moon's visit to the Southeast Asian country.

Yudhoyono, who is currently the only leader in the world to have served as a UN blue helmet, is hoping to bring Indonesia as one of the ten largest contributors to UN peacekeeping forces with the announcement.

Indonesia has been developing a peacekeeping mission center since 2010 in Citeureup, Sentul, Bogor, West Java and is expected to be completed in 2014. The center will also be a multiple training center to develop anti-terror units, natural disaster mitigation, among other things.

During his speech, Ban noted that Indonesia currently has some 2,000 Indonesian troops deployed in six of the most difficult UN missions – Lebanon, Haiti, Darfur (Sudan), Liberia, South Sudan and the Democratic Republic of Congo. In total, 31 Indonesian soldiers have while serving in the UN.

Ban mourned their deaths and expressed his 'deepest admiration and respect' for Yudhoyono's commitment and contribution to 'the peace and security of the world.'

UN: Serious human rights violations in Congo 2011 elections

KINASHA, CONGO (BNO NEWS) -- The United Nations (UN) on Tuesday alerted that serious human rights violations, including killings, disappearances and arbitrary detentions, were committed by Congolese and security forces during last year's elections.

According to a UN report released on Tuesday, the killing of at least 33 people by security forces in Kinshasa, the capital of the Democratic Republic of the Congo (DRC), were documented between November 26 and December 25, 2011.

In addition, the report said 83 others were wounded, most of them by bullets, while 16 people remain unaccounted for and 265 people were arrested, many of them saying they were arbitrarily detained and tortured while in confinement.

Most of the reported violations involved republican guards, national Congolese police or the national intelligence agency. Soldiers of the Congolese armed forces (FARDC) were also involved to a lesser extent, detailed the report, which is based on investigations conducted by the UN Joint Human Rights Office in the DRC.

Furthermore, the investigation also found that many of the victims of violations were targeted because of their affiliation to the political opposition party of Etienne Tshisekedi, the main opponent of President Joseph Kabila in the presidential elections.

The November 28, 2011 presidential and legislative elections were only the country's second multi-party vote since independence from Belgium in 1960.

UN High Commissioner for Human Rights Navi Pillay underlined that UN personnel has heard multiple accounts of Republican Guards shooting live ammunition into crowds and of the torture of arbitrarily detained individuals.

"The authorities must ensure that such grave violations of human rights are investigated, perpetrators brought to justice and that those who remain illegally detained are released without delay," Pillay said.

The DRC Government, however, opened a judicial investigation in December. The UN Joint Human Rights Office, along with the peacekeeping mission in the country (MONUSCO), expressed appreciation of the investigations, noting that there were initial difficulties accessing detention facilities, victims and witnesses.

MONUSCO chief Roger Meece said the mission looks forward to the outcome of the judicial investigation and is ready to continue to assist and support the DRC justice authorities to identify and bring perpetrators to justice.

"Recent prosecutions and trials undertaken with MONUSCO's support throughout the country have led to the arrest of a significant number of perpetrators of human rights violations," Meece said. "I welcome these recent developments and the positive cooperation between MONUSCO and the DRC military and civilian justice authorities."

Strong 7.6-magnitude earthquake rocks Mexico

MEXICO CITY (BNO NEWS) -- A strong 7.6-magnitude earthquake struck southwestern Mexico on Tuesday, causing panic up to the country's central region.

According to the United States Geological Survey's (USGS) preliminary earthquake report, the epicenter of the quake, which had a depth of 17 kilometers, was in the state of Guerrero, around 186 kilometers (115 miles) east of the popular port city of Acapulco and about 25 kilometers (16 miles) east of Ometepec, both in the same state.

However, Mexico's National Seismological Service (SSN) reported a 7.8-magnitude earthquake at around noon local time. The USGS later reported at least six aftershocks as of 1:30 p.m. local time. Three of them registered a magnitude of 5.1 while the strongest was 5.3.

The strong earthquake was felt up to Mexico's central region, as several buildings across Mexico City were completely evacuated.

Through his Twitter account, Mexican President Felipe Calderon said no major damage was reported, although part of a pedestrian crossing bridge collapsed and crushed a public transportation bus in the Atzcapotzalco area of Mexico City. No passengers were in the vehicle and the driver only suffered minor injuries.

BNO News reporter Djatmiko Waluyo, who at the time of the earthquake was located in Mexico City's Roma neighborhood, one of the older and traditional areas not far from downtown, described the powerful earthquake.

"The building began swerving from side to side and loud thumps were heard from the walls as they seemed to be cracking," he said, adding that the sensation of dizziness lasted around 30 or 40 seconds as people rushed down the stairs and exited the building.

"The Medellin market was evacuated as well as groups of nervous people were hesitant to reenter the buildings."

On September 20, 1985, one of the most devastating earthquakes struck the coastal area of Michoacan, although most of the damage was seen in Mexico City. Initial government reports indicated that from 6,000 to 7,000 people died, although further investigations revealed that approximately 10,000 people died.

The 8.1-magnitude earthquake completely or partially destroyed several important buildings such as the General Hospital of Mexico, the Televicentro building, which is now operated by Televisa, one of the country's most important TV networks, as well as several residential buildings.
